Under the regulations enacting REACH, only a natural or legal person within the European Union (EU) may submit, hold, and maintain a registration. Foreign companies must either rely on their importers, or retain a person in the EU to represent their interests. These third parties are referred to as 'Only Representatives' (ORs).
