Exceeding local employment quotas on BTC pipeline
In the construction of the Georgia section of the Baku-Tbilisi-Ceyhan (BTC) pipeline, we are helping deliver our client’s community and environmental programmes on the ground. The project involves laying a pipeline from oilfields in the Caspian, through Azerbaijan, Georgia and Turkey to the port of Ceyhan. The consortium is being led by BP, with which we have worked for many years.

While the pipeline will bring huge economic benefits for the three countries through which it passes, BP and partners like AMEC are determined that the pipeline will leave a lasting positive legacy at a more local level and demonstrate respect for the local environment.

A thorough environmental impact assessment was carried out before we began work on our section of the pipeline. We are working hard to ensure the minimum of tree cutting is required and that, once the pipeline is constructed, the area is reinstated and replacement trees planted. We are confident that the technical specifications for the section of pipeline we are building will meet, and in some areas exceed, current international best practice.

Consultation before and during the construction is crucial. We visit local leaders and invite local people to a meeting where they can find out about the development. We also inform them of our recruitment plans, which is the main way the pipeline can benefit the local community. There is a commitment to hire 70 per cent of the labour locally, which we have often exceeded by achieving 80 per cent or more. This consultation with and employment of local people is helping increase acceptance among local communities.
